Lobbying and Advocacy
Garnet offers advocacy services in Vermont in the legislature and at the executive branch level. With over 18 years of focused experience in municipal government, we also specialize in advocacy and lobbying at the local level. We keep direct lines of communication with leadership at all levels of Vermont government. We provide issue tracking, outreach and coalition building, policy and issue research, and strategy design and implementation.

Association Representation
Garnet brings deep experience in association representation, advocating for membership organizations in Vermont. We understand the demands of representing a diverse membership, where balancing priorities, building consensus, and translating member concerns into policy advocacy is the name of the game. Facilitation Services
Garnet can help your organization by facilitating group discussions and developing plans to implement new programs, recruit program participants, form public policy, evaluate government and not-for-profit programs, and chart the future direction of government agencies and nonprofit organizations. We help groups of people work together effectively and efficiently towards a common goal or objective to unleash the greater potential of the group.
Administrative Law
Garnet follows legislation throughout the implementation process and works with agency staff during rulemaking and implementation of statutory reforms. We can represent and appear before agencies during regulatory permitting, licensing, enforcement and adjudication to represent the needs of our clients. Our relationships with key agency staff allow us to both know an agency's agenda and shape the implantation and enforcement of Vermont law by our agencies.
